NEW YORK (AP) — The Federal Trade Commission is investigating TikTok over its data and security practices, a probe that could lead to a settlement or a lawsuit against the company, according to a person familiar with the matter. In its investigation, the FTC has been looking into whether TikTok violated a portion of federal law that prohibits “unfair and deceptive” business practices by denying that individuals in China had access to U.S. user data, said the person, who is not authorized to discuss the investigation. FTC spokesperson Nicole Drayton and TikTok declined to comment on the investigation, which was first reported by Politico. The agency is nearing the conclusion of its investigation and could settle with TikTok in the coming weeks. Lawmakers and intelligence officials have said they worry the platform could be used by the Chinese government to access U.S. user data or influence Americans through its popular algorithm.

Republican House Speaker Mike Johnson and Democratic Senate Majority Leader Chuck Schumer revealed the agreement in a pair of statements on Tuesday morning. The actual legislative text of the agreement, which must be finalized before lawmakers can vote on it, is still being completed. The package was expected to cover about three-quarters of discretionary government spending, due to come in at about $1.66 trillion for the fiscal year ending Sept. 30. Biden and House Republicans earlier this month laid out proposed budgets for the next fiscal year, which begins in October, that offered sharply contrasting priorities. Democrats and Republicans in Congress have been fighting since early last year on funding levels amid a push by hardline House Republicans to cut more spending than had been agreed to in a bipartisan deal enacted into law last June.

The bipartisan Wisconsin Elections Commission asked the state Supreme Court to decide which maps should be used for any recall or special election that's held before November. At best, they said, any action by the court is premature because the question was not properly before the court. They also noted that no recall election has been ordered yet. The commission has until April 11 to determine whether a recall election should be called. They blamed the confusion over district boundaries on the liberal court majority that overturned the legislative maps and ordered new ones.

CNN —A bipartisan panel of judges in North Carolina has ruled that the Republican-controlled state legislature improperly tried to seize control of state and local election boards from Democratic Gov. The state Board of Elections, for instance, currently has three Democrats and two Republicans. Previous efforts by Republicans in the General Assembly to change the makeup of election boards have been rejected by the courts, and by voters in a 2018 referendum. Republican state lawmakers who pushed the change had argued that it would bring bipartisan balance to decision-making around elections. Several lawmakers had accused state election officials of reaching a “collusive settlement” with Democratic litigants to extend the deadline to count absentee ballots during the 2020 election.
